Foster care client not allowed to use proprioceptive techniques

I have a client who is a foster child. He has received occupational therapy services through his IEP - he is a foster child in an FFA. The OT services he receives although prescribed by his dr, neurologist, an approved by CPS (although not anymore)the proprioceptive techniques (weighted vests, weighted blankets, wrapping - but child is in stretchy material can move arms, sit up and down - cps has observed and said nothing what they envisioned (although no one with authority will watch it and agree).
Anyone having problems being able to access services that have been oked by everyone? - and that is working when necessary.
