My 3.5 year old bangs the table and puts himself on the floor screaming

My 3.5 year old son is very much confused when he goes to any new places and screams,puts himself on the floor,banging the table. If he rides cycle he will fall down ...what is the actual problem and how to stop this behavior..he also have speech delay....now he speaks around 5 words max as a sentence..
