Sensory deprivation

I have an 8 year old niece that displayed a neurological concern using her hands when she was a small child--2-3-4. It was constant touching her hands to her fingertips in a fast motion whenever she became excited. It still continues today, but has diminished greatly. She now has moved to chewing her clothes--shirts, sweaters, placing holes in them by chewing. Even though she is an articulate and intelligent 8 year old, she struggles in the academic area of reading--syllable distinction, placing different letter in words and reading the correct words incorrectly. I want to add she is an anxious little girl that seems to have some anxiety concerns as well. I am unsure if this is something sensory, neurological, or behavioral. Any insight would be greatly appreciated. Thank you in advance!
