2 year old son need help

Hi everyone hope u can help my son licks dribbles won't let us cut nails he's hair or brush his teeth does nt sleep we'll if he's hands r sticky it's the end of the world and melts downs can nt open the windows in the car or go to car wash he's also very clever and speaks well for he's age bt he still in nappies at my wits end any advise pls stressed out mum
