Grandson 4... Burned house down

My Four year old Grandson burnt his house down and is always always plugging things into Electric points.
He is always into something. you've always have to check behind him plus he gets nasty and is always fighting his brother and sister.He's lazy, a loner and won't be told anything!
I could go on! then all of a sudden he can be a nice boy. he worries me on what will he do next!
Anybody got any answers please, I'm one real worried Grandad if and Im afraid if he starts a fire again he kill them all.
