I believe my almost 3 yr old to be tactile defensive, and he does a LOT of touching on new people. Especially hands on with other kids. If the other child seems to be getting upset or confused as to why my son does this, I simply explain it's his way of greeting others. And should be taken as a compliment, because he likes them and wants to get to know them. I also explain if they wish him to stop, to have me get him instead of trying to push him away.
