Sensitive skin

My husband has never liked to be touched softly pretty much anywhere on his body. He says that it feels painful and that it really bothers him. He has no other symptoms of SPD, he is high functioning, doesn't mind getting his hands or other parts of his body messy, doesn't fear touch or closeness from others. It is just a light touch, not hard just lightly going over his skin.

Is this a form of SPD without ANY other of the symptoms. He has had it ever since he can remember, all the way back to his earliest recollection in childhood.
