Whistling abuse...?

If someone knows you have this disorder or at least they know you don't like to hear them whistle, yet they make it a point of whistling outside whenever he knows I'm in ear shot....is this a form of abuse?
By the way this creep is not only my neighbor but a shrink...can you imagine that?......this guy is a quack....what can I do?
