19 month old only growls, no spoken words

My step son is 19 months old and only growls. He will sign certain words such as eat, more, etc but doesn't speak a single word. If he's excited, playing, sitting quiet, or interacting, he will only growl, he won't speak. What can this be a sign of? He was an early walker but since birth he hasn't even muttered the words mama or dada, or anything else. He doesn't even babble, he literally only growls. Please advise.

have you consulted your pediatrician? perhaps there are speech/developmental delays that might be playing a part? continue to sign with him until you figure out what the next step is, then at least he has some effective communication with those close to him and within his environment.
